docs/Maintainer-Guidelines: Document `brew mirror`

- I vaguely remembered that ImageMagick was a download we mirrored on
  BinTray and that doing so required some manual effort post-merge. I
  went looking for some docs to confirm that memory, but didn't find
  any.
