JimEvans: Changing the shared WebDriver C++ server component to use strings in serialized commands instead of integers. Testing does not seem to indicate this will introduce a performance issue, and it makes logs more intelligible when logging the raw JSON of a received command. As far as anyone can determine, the only consumer of this component is the IEDriverServer.exe, so this should be a completely internal change.

JimEvans (on behalf of AlexandrSavchuk): Updating IEDriverServer to include more comprehensive logging. Set the log file with --log-file="C:\full\path\to\filename.log" (default is to log to the console) and set the logging level with --log-level=LOGLEVEL where LOGLEVEL is one of TRACE, DEBUG, INFO, WARN, ERROR, or FATAL (default is FATAL). Includes prebuilts. Updates to download available shortly. Fixes issue #4159.
