* chore: update to eslint-plugin-react-hooks v6

and remove the separate compiler linter plugin, as those rules are now integrated

* chore: disable compiler-linter in tests

* chore: bypass lint violations

* chore: Disable '@eslint-react/no-context-provider'

to be react 18 compatible
