### Rationale for this change
Closes #49435

### What changes are included in this PR?
a) Add brew update to `cpp.yml` and `python.yml` for GitHub Actions runner to use updated formulae
b) Handle 'nodiscard' return values in Flight and Substrait

9ed8fc1ed2 GH-49184: [CI] AMD64 macOS 15-intel Python 3 consistently times out (#49189)
### Rationale for this change
Recent CI checks failing with the job `AMD64 macOS 15-intel Python 3` being cancelled at 60 minutes.
```The job has exceeded the maximum execution time of 1h0m0s```

### What changes are included in this PR?
Disabling large memory tests for macOS 15-intel only.
For both macOS 14 and 15 adding PYTEST_ARGS: "-n auto --durations=40" to run tests across multiple CPUs (workers) and also output slowest 40 durations.

### Are these changes tested?
Tested on CI.

### Are there any user-facing changes?
No.

f7159f2bff GH-48326: [CI] Stop specifying hash for actions/* GitHub Actions (#48327)
### Rationale for this change

Dependabot sometimes failed to update hash.
For example: https://github.com/apache/arrow/pull/48301

The ASF GitHub Actions policy doesn't requiring pinning `actions/*` actions:

https://infra.apache.org/github-actions-policy.html

> You MAY use all actions internal to the `apache/*`, `github/*` and `actions/*` namespaces without restrictions.
>
> You MUST pin all external actions to the specific git hash (SHA1) of the action that has been reviewed for use by the project. For instance, you MUST pin `foobar/baz-action@ 8843d7f92416211de9ebb963ff4ce28125932878`.

We can avoid the Dependabot behavior by removing hash from `actions/*` actions.

### Rationale for this change

Docker Compose recommends `compose.yaml`:

> The default path for a Compose file is compose.yaml (preferred) or compose.yml that is placed in the working directory. Compose also supports docker-compose.yaml and docker-compose.yml for backwards compatibility of earlier versions. If both files exist, Compose prefers the canonical compose.yaml.

### What changes are included in this PR?

- Update several `docker-compose.yml` file names to `compose.yaml`
- Update doc and comment references
- Update archery references to the file
- Update workflows and CODEOWNERS to take new file into account.

Yes via CI and some archery jobs.

e1c6fd5304 GH-42137 [CI][Python] Add Python Windows GitHub Action and remove AppVeyor (#47567)
### Rationale for this change

There is currently a single CI job on AppVeyor. This is the only job on Windows for Python and it usually fails due to CI issues rather than Python real issues. We have more experience with GitHub actions and debugging AppVeyor is usually challenging.

### What changes are included in this PR?

Create a Python Windows job that runs on GitHub actions. The job builds Arrow CPP and PyArrow and it tests PyArrow.

Also removes the CI related files for AppVeyor

### Are these changes tested?

Yes, via CI.

### Are there any user-facing changes?

No

It's caused by warnings in XSimd headers. (There are similar warnings in RaipdJSON headers and so on.)

In general, warnings in external libraries are ignored by `-isystem`. But `-isystem /usr/local/include` isn't used in the runner.

I don't know what is the cause of this behavior change in the runner update. But CMake 3.31.6 -> 4.0.0 update may be related.

### What changes are included in this PR?

Disable `-Werror` because it's difficult to suppress warnings all packages installed by Homebrew.

They are redundant. We have the same jobs for "push" and "pull_request". We don't need either of them.

We need to define not only `branches:` but also `tags:`. If we don't define `tags:`, the target workflows aren't trigger by tag push.

e710b6eb37 MINOR: [CI][C++] Enable core dumps and stack traces in Linux/macOS jobs (#43937)
### Rationale for this change

In https://github.com/apache/arrow/pull/43936 I noticed that core dumps were not written out for crashing C++ tests. One problem is that, by default, Ubuntu hosts pipe core dumps to `apport`, but it is not available inside containers. Another is that the `ulimit` must be set in the host, not in the container.

In addition, this PR restores automatic traceback generation when running C++ tests, on Linux and macOS jobs.

### Are these changes tested?

Manually by introducing a spurious segfault and running Docker containers.

### Are there any user-facing changes?

No.

e54ad41ee5 GH-43608: [CI][Archery] Prefer docker compose over docker-compose (#43586)
### Rationale for this change

The `docker-compose` utility is legacy, while the Docker CLI client now includes a `compose` subcommand that attempts to be compatible with docker-compose YAML files.

### What changes are included in this PR?

1. Call `docker compose` by default when `archery docker` is invoked, not `docker-compose`
2. Add an option to switch back to `docker-compose`, in case of Docker CLI client is too old and doesn't support some options (such as `--file`).

### Are these changes tested?

Yes, on CI.

### Are there any user-facing changes?

No.

We want python side tests of `AzureFileSystem` to run in CI.

- Add missing `export` to enable Azure pyarrow tests
- Enable azure in sdist tests.
- Enable Azure on macos python builds
- Enable azure in conda builds and install dependencies (Azure C++ SDK and azurite)
- Enable retries on C++ tests to mitigate https://github.com/apache/arrow/issues/40121

Probably all of this should have been included in https://github.com/apache/arrow/pull/39971

### Rationale for this change

It's better that we always use the latest Homebrew to check with the latest Homebrew that are used by most users. But it's difficult to maintain.

We don't update Homebrew manually. GitHub hosted GitHub Actions Runners update Homebrew periodically. We depend on it instead of manual `brew update`.

### Rationale for this change

Explained on issue #36898

### What changes are included in this PR?

For security reasons, it hashpins the calls for github actions that are called with sensitive permission (usually `pull-requests: write`) or with secrets used on the same context. I'm not hashpinning every action call because the tag-pinning flexibility can be useful if used with caution, e.g. in testing environment.

### Are these changes tested?

Not tested, but the changes on this PR shouldn't change any comportment of the CI, as we'd still be using the exact same version, but pinned differently.

### Are there any user-facing changes?

No

Remove support for 3.7. Update minimum required Python version and update some CI jobs to use the minimum Python supported version
