GH-49544: [Ruby] Add benchmark for readers (#49545)
### Rationale for this change
Performance is important in Apache Arrow. So benchmark is useful for developing Apache Arrow implementation.
### What changes are included in this PR?
* Add benchmarks for file and streaming readers.
* Add support for `mmap` in streaming reader.
Here are benchmark results on my environment.
Pure Ruby implementation is about 5-6x slower than release build C++ implementation but a bit faster than debug build C++ implementation.

GH-45885: [C++] Require C++20 (#48414)
### Rationale for this change We decided to migrate Arrow C++ to C++20 in this discussion: https://lists.apache.org/thread/48zlj0dn2y0f53y2k37qsr90y781wfnj ### What changes are included in this PR? 1. Build configuration updates (CMake files etc.) to build with C++20 instead of C++17 2. C++-level fixes to ensure compilation succeeds: * Workarounds for deprecation of atomic access on `std::shared_ptr<T>` (the replacement `std::atomic<std::shared_ptr<T>>` is unfortunately not supported in all standard library implementations) * Workaround for [Abseil ABI issues](https://github.com/abseil/abseil-cpp/issues/1624) * Trivial update to `arrow/util/string.h` to call a C++20 API (to validate that C++20 is actually enabled) 3. CI configuration updates to get enough C++20 support on the various platforms: * Bump default clang and LLVM versions to 18 * Use AlmaLinux 10 for release verification (AlmaLinux 8 is still tested on other CI builds) ### Are these changes tested? GH-47806: [CI] Rename deprecated docker-compose.yml to preferred compose.yaml file (#47954)
### Rationale for this change Docker Compose recommends `compose.yaml`: https://docs.docker.com/compose/intro/compose-application-model/#the-compose-file > The default path for a Compose file is compose.yaml (preferred) or compose.yml that is placed in the working directory. Compose also supports docker-compose.yaml and docker-compose.yml for backwards compatibility of earlier versions. GH-45994: [CI][GLib] Fix vcpkg configuration for Windows job (#46006)
### Rationale for this change
We always use `BoostConfig.cmake` by #45623. We don't use `FindBoost.cmake`.
We need to use recent vcpkg to use `BoostConfig.cmake` because old Boost doesn't provide it.
### What changes are included in this PR?
* Update `vcpkg.json` for `cpp/` and `c_glib/`.
* Always use the latest vcpkg instead of using vcpkg bundled in Visual Studio.
* C++: Don't use gflags for building bundled gRPC because bundled gRPC doens't use gflags.
* C++: Don't define `-D*_EXPORT` macros to `Cflags.private` in `*.pc` because pkgconf 1.7.4 or later uses `--static` by default on Windows. If `--static` is used by default, `*_EXPORT`s are defined for shared linking. It causes link errors. This is a workaround of this.

MINOR: [CI][C++] Enable core dumps and stack traces in Linux/macOS jobs (#43937)
### Rationale for this change In https://github.com/apache/arrow/pull/43936 I noticed that core dumps were not written out for crashing C++ tests. One problem is that, by default, Ubuntu hosts pipe core dumps to `apport`, but it is not available inside containers. Another is that the `ulimit` must be set in the host, not in the container. In addition, this PR restores automatic traceback generation when running C++ tests, on Linux and macOS jobs. ### Are these changes tested? Manually by introducing a spurious segfault and running Docker containers. ### Are there any user-facing changes? GH-43746: [C++] Add support for Boost 1.86 (#43766)
### Rationale for this change `boost/process/*.hpp` are deprecated since Boost 1.86. And it seems that it also adds backward incompatible change. We need to use `boost/process/v2/*.hpp` instead. ### What changes are included in this PR? This introduces `arrow::util::Process` for testing. It wraps boost/process/ API. So we don't need to use boost/process/ API directly in our tests. We still use the v1 API on Windows because the v2 API doesn't process group and we don't have a workaround for it on Windows. If GCS's testbench doesn't use multiple processes, we can use the v2 API on Windows because we don't need to use process group in our use case. ### Rationale for this change This is more consistent as vcpkg is now used for both the Arrow C++ dependencies and GLib library dependencies, and also fixes building arrow-flight-glib and arrow-flight-sql-glib which previously failed due to a missing zlib dependency. ### What changes are included in this PR? * Configure the MSVC GLib build to use VCPKG as the dependency source for the C++ build * Configure GitHub packages based vcpkg caching (see https://learn.microsoft.com/en-us/vcpkg/users/binarycaching#quickstart-github) * Enable building Flight and Flight SQL ### Are these changes tested? NA ### Are there any user-facing changes? No Because GitHub packages is being used for caching, this will start creating GitHub packages that are visible in the main page of the Arrow GitHub repository by default. Eg. you can see them in the right panel on the crossbow repo which also runs tasks that use GitHub packages for vcpkg caching: https://github.com/ursacomputing/crossbow. The Arrow repository doesn't currently publish any packages, so it would probably be best to hide these by default to avoid confusing users and adding unnecessary noise. * Moves some function definitions that use C++ types outside of `G_BEGIN_DECLS`/`G_END_DECLS` blocks (which expand to `extern C { }`), because this caused MSVC to error
* Fix libraries not having any exported symbols with MSVC, which defaults to hiding symbols
* Add `visibility.h` which defines a new `GARROW_EXTERN` macro that adds `dllimport` or `dllexport` attributes when using MSVC.
* Include the `GARROW_EXTERN` macro in the definitions of the `GARROW_AVAILABLE_IN_*` macros.
* Add a new CI job that builds the GLib libraries with MSVC on Windows, using vcpkg to install pkgconfig and glib.
* For now only `arrow-glib` is built, I can follow up with the other libraries after this PR. That will require introducing new per-library version macros.
### Are these changes tested?
The build will be tested in CI but I've only done some quick manual tests that the built library works correctly, I haven't got the ruby tests running against the build yet.

No? Eventually some documentation should be updated when all the GLib libraries can be built with MSVC though

GH-39130: [CI][GLib][Windows] Use old Ruby as workaround for load error (#39168)
### Rationale for this change
I don't know why the following error is happen:
Failed to load shared library 'libarrow-glib-1500.dll' referenced
by the typelib: 'libarrow-glib-1500.dll': The specified procedure
could not be found.
I think that some symbols are missing but I can't identify them because:
* Windows doesn't report them...
* I can't reproduce this on my local environment.
I found that this isn't happen with a bit old Ruby. So we can use a bit old Ruby as workaround for now.

GH-35641: [CI][C++] Disable precompiled headers (#37502)
### Rationale for this change ccache does not like precompiled headers and does not cache anything in that case, which pessimizes build times. ### What changes are included in this PR? GH-37500: [CI][C++] Disable Dataset and Substrait by default (#37501)
### Rationale for this change Datasets and Substrait are heavy subcomponents (as they have non-trivial dependencies), so should not be enabled unwillingly in all CI builds. ### What changes are included in this PR? Disable Dataset and Substrait in `ci/scripts/cpp_build.sh`, enable them explicitly in relevant builds. Disable more subcomponents in CI builds that don't need them, especially "minimal" builds. ### Are these changes tested? Yes, by existing CI jobs. ### Are there any user-facing changes? GH-36598: [C++][MinGW] Fix build failure with Protobuf 23.4 (#36606)
### Rationale for this change There are 2 problems: * `FindProtobuf.cmake` provided by CMake is incomplete with Protobuf 23.4. * Misses `-DPROTOBUF_USE_DLLS` for building Substrait related files. ### What changes are included in this PR? * We need to use `protobuf-config.cmake` provided by Protobuf instead of `FindProtobuf.cmake` provided by CMake because `FindProtobuf.cmake` misses `absl::status` dependency. * Accept Protobuf 23.4. * Use `PROTOBUF_USE_DLLS` when we build Substrait related files. * Use `Boost_INCLUDE_DIRS` instead of `Boost_INCLUDE_DIR` because `Boost_INCLUDE_DIR` isn't defined in `BoostConfig.cmake`. ### Are these changes tested? ### Rationale for this change It's better that we always use the latest Homebrew formulae but it sometimes fails.
