Laren-AWS 29452d8f73 Fix some Python gitignore issues ...

Remove *.manifest from Python .gitignore because these are used in some tests and should be included. (#4059)
Remove .gitignore from DDB item tracker because we don't want to ignore config.py.
Genericize config.py.
