DefaultResourceHandlerFactory - Rewrite so it stores byte[] instead of storing IResourceHandler

It's not actually a factory and will handle multiple requests to the same url

Only API change is for DefaultResourceHandlerFactory directly, the LoadHtml and RegisterResourceHandler extension methods
stay unchanged
