fix(agents): bound antigravity background-wait by idle_timeout_s

The post-run wait for background subagents/tasks was an unbounded
`while True` that never consulted idle_timeout_s, so a wedged subagent or
a step stuck at status=2 hung the harness forever. Enforce the timeout and,
on expiry, finish the run instead of triggering a resume re-attempt.
