fix: Propagate in-app language to main menu popover

Language changes in Settings now take effect immediately in the popover
without a restart. Also fixed three localizable strings that bypassed
the selected bundle (Active badge in Usage/Accounts tabs, Last 7/30
Days cards in Costs tab).
