feat: Add dedicated Menu Bar tab in Settings

Move the menu bar modules editor into its own "Menu Bar" tab so the
General tab no longer needs scrolling. Keep "Show full email address"
in General (under "Account display") since obfuscation also affects the
popover, not just the menu bar. Add Menu Bar / Account display strings
for all 5 locales.
