refactor(device): call the arrival drain's idle wait a timeout

ARRIVAL_DRAIN is the Duration after which a quiet arrival stream is taken as complete — the timeout the two drains put on the next event. ARRIVAL_DRAIN_TIMEOUT, and arrival_drain_timeout beside the other ProbeTimeouts fields; the drains call the parameter idle_timeout.
