refactor(hook): report key events with core's KeyModifiers
`openlogi_hook::KeyModifiers` and `openlogi_core::config::KeyModifiers` were the same four bools, and the agent copied one into the other field by field (`convert_modifiers`, "drop-in identity once the field names align"). The mirror dates from the function-key remapper (#344), when the hook crate did not depend on core. It has since come to depend on it and re-exports `ButtonId`, `ScrollDelta` and `ForegroundApp` from there, so "core must not depend on hook" no longer calls for a second type. The hook now re-exports core's type, so an event's modifiers compare against a trigger's without a conversion. The mirror, its second `struct_excessive_bools` expectation, and the conversion are gone.
