refactor(hook): number the Windows F keys through FunctionKey

The Windows hook carried its own copy of the nineteen macOS F-key keycodes and a test asserting it matched `KeyTrigger`'s parse table — a test that has never run, because CI lints Windows but does not run tests there. The keycodes now come from `FunctionKey`; what is left for this module to own, and to test, is which Windows virtual key is which function key.

Not compiled locally (Windows-gated); covered by the windows-gnu cross-lint.
