refactor(device): take the back and forward CIDs from their families
`reprog_controls::BACK_CIDS` and `FORWARD_CIDS` documented each control ID and had no reader, while `DIVERTABLE_STANDARD_BUTTONS` respelled all six values as literals. The table now destructures the two families, so the values exist once and a family that gains a CID fails to compile here instead of silently staying out of capture. Guard: device-cid-family-owner flags a four-digit literal of any of the six CIDs outside reprog_controls (6 hits on the parent tree, 0 here).
