refactor(agent): rename STALE_HOLD to HOLD_STALE_AFTER

In this codebase a `_HOLD` duration is a long-poll window (`OBSERVE_HOLD`, the
pairing hold). This one is the age past which a gesture button hold is
presumed to have lost its release, so it takes the `_AFTER` suffix and names
the hold as its subject.
