[line-clamp] ASSERT in RenderTreeNeedsLayoutChecker when all inline content is after the clamp point

The inner div's inline content all comes after the clamp point, so inline layout discards it without building a
single line and returns no layout result. Without a result, the integration does not know the content was
discarded and leaves the inline-block needing layout. Check the line-clamp budget when there is no result.
