fix(api): forward context in v2 run.start (#498)

The v2 run.start handler built RunCreate without the context param, so
values like reasoning_effort never reached the graph while the v1 REST path
honored them. Forward context, reject a non-object context with
invalid_argument, and keep an omitted context as {} so existing callers see
no change.
