fix: [ENG-2844] drop stale billing-line status tests and restore help menu

The status-command billing-line tests still asserted the removed
"Billing: ..." line, breaking the test run. Drops the obsolete tests.

Also restores the Help menu (docs + report-issue links) next to the
Auth menu in the web UI header — it was unintentionally removed in the
onboarding/tour cleanup.
