fix: stabilize native turns and preserve Codex config edits

Resolve steering and goal-compaction identity failures, retain requested effort, end the Zero Risk submission deadline at Sent, and preserve causal preparation errors. Keep exact hook ownership through native TOML edits and improve recovery diagnostics.

Validated with the full Bun 1.4.0 gate, real native steering/compaction/restart probes and isolated packaged macOS startup.
