test: preserve Windows CI timeouts in isolated tests (#608)

Pass the current CI shard timeout to isolated Bun test processes, including existing timeout overrides. Preserve the original Bun arguments and the Windows and Unix defaults.

Keep the current CI runner after merging main, and add regressions for the environment handoff, isolated timeout, argument ordering, aliases, and option values.
