Bump @convex-dev/platform to 0.1.11 (#58919)

`RegionName` now includes `aws-ap-southeast-2` (Sydney) and `aws-ca-central-1`
(Montreal). That covers `deploymentRegion` when creating a deployment, a team's
`defaultRegion`, and the metadata returned by `list_deployment_regions`, so all
four regions are nameable. The API already accepted them; only the published
types were behind.
