feat: Add support for Metalio E-Ink 4 device (#3825)

Adds new PlatformIO environment and device configuration for Metalio
E-Ink 4 hardware based on ESP32-S3 with 16MB flash and 8MB PSRAM.
Includes USB serial support and board identification. Adds support for
haptic feedback on touch and capactive touch buttons
