refactor(react): compose lifecycle models and parts (#47)

## Summary

- expose `useModel` and typed Effect Atom command constructors for
provisioning, cleanup, and verification
- make packaged controllers and flows thin consumers of those public
models
- add public `Operations` compound parts shared by provisioning and
cleanup review recipes
- split provisioning, cleanup, and verification flows into public roots,
outcomes, dialogs/actions, and evidence parts
- expose reusable record copy/download controller seams
- document custom lifecycle composition and add focused
model/render-contract tests

- `bun run docs:audit`
