## Summary

All bumped packages. Historical entries that were already shipped are
retained under their original versions; only the current release notes
describe new changes.

Promise integrations can
create plan operations, revocation states, and resolver outcomes without

#### Make no-op provisioning explicit

Make provisioning review actions reflect no-op DNS plans and soften

Shadcn registry note.
