fix(package): support Effect rc.111 consumers (#11)

## Summary

- widen the Effect peer range to include the consumer's `4.0.0-rc.111`
runtime
- pin the packed-consumer matrix to `rc.111` so the compatibility claim
is executable

## Validation

- `bun run release:check`
- 77 source tests and 6 packed-artifact tests pass
- packed artifact executes in Node 24, Bun, and workerd with Effect
`4.0.0-rc.111`
