[FrameworkBundle] Collapse what the bundle split left repetitive

Twenty-nine sections moved out of FrameworkBundle one PR at a time, and each of them
added its own near-copy of the same three things. Collapsed here, with no behaviour
change beyond the node ordering noted below.

**The configuration aliases.** Every key forwarded to a component's own bundle had its
own addXSection() method declaring a single variableNode, twenty-five of them, all but
four identical. They become one table-driven method, so the set of forwarded keys is
readable in one place rather than spread over the file. The four that differ stay
expressed as data: "lock" and "messenger" treat true as [] rather than
['enabled' => true], "lock" and "semaphore" also accept a bare string of resources, and
"cache" carries no enabled flag at all since FrameworkBundle and SecurityBundle
reference cache.system unconditionally. The keys now appear together in the tree rather
than interleaved with the sections FrameworkBundle still owns, which changes their order
in config:dump-reference only.

**The removal passes.** Six @internal passes had grown, each dropping the services
this bundle cannot wire once one component bundle registered nothing:
RemoveMissingHttpClientDependenciesPass, RemoveMissingRouterDependenciesPass,
RemoveMissingSerializerDependenciesPass, RemoveMissingValidatorDependenciesPass,
RemoveUnusedFormHtmlSanitizerPass and RemoveUnusedSerializerPropertyAccessorPass. They were registered next to each other, all
at the same priority, and none of them reads what another writes, so they become one
RemoveMissingDependenciesPass whose table says which service each id needs. The two that
report an error instead of disappearing keep their own code path. Their three tests
merge the same way. All six were added by this series and are @internal, so nothing
outside the bundle could name them.

**The notes.** The CHANGELOG carried fifty-four lines of "Make framework.x an alias of
x" and "Register XBundle automatically", and UPGRADE-8.2 twenty-five paragraphs of the
same sentence with the name changed. Both now state the rule once and list what deviates
from it, which is what a reader actually needs: the three keys spelled differently at
the root, the two bundles registered unconditionally, and the nine bundles that decide
at compile time what the container can wire.

The test case also grew two copies of the same list of bundle-registered passes; they
become one helper.
