[FrameworkBundle][AssetMapper] Stop versioning the assets the mapper already resolved

The mapper versions its assets with a content hash, and the configured version
strategy added a second one on top of it, pointing at a file that does not
exist. The decorator now uses a version-less package for the paths the mapper
resolves and for the public paths the import map renders, while everything else
keeps the configured version.
