[HttpClient][FrameworkBundle] Add HttpClientBundle

The HTTP client services move to the HttpClient component, which now provides its own
bundle and the "http_client" configuration. The "framework.http_client" configuration
becomes an alias of it.

HttpClientPass moves along with them, and a new RemoveMissingDependenciesPass drops the
"cache.http_client" pool when no "cache.app" pool is registered, and the data collector
when the profiler is disabled. The collector is now registered in debug mode, like the
ones of the other component bundles.

On the FrameworkBundle side, the translation providers and the webhook transport cannot
read the HTTP client at load time anymore, so RemoveMissingHttpClientDependenciesPass
drops them when the client is missing.
