[JsonStreamer][FrameworkBundle] Add JsonStreamerBundle

The JSON streaming services move to the JsonStreamer component, which now provides its
own bundle and the "json_streamer" configuration. The "framework.json_streamer"
configuration becomes an alias of it.

Since the services are now registered by default, the streamer cache warmer is dropped
when no class is streamable, so that the whole graph is removed from applications that
never stream JSON; requiring TypeInfo is then only reported when the streamer is used.
