[FrameworkBundle] Register the XLIFF source updater command only when it exists

XliffUpdateSourcesCommand was added in symfony/translation 8.2, while
FrameworkBundle allows ^7.4|^8.0, so the low-deps job registered a service
pointing at a missing class and every test that boots a container died with
"Class ... cannot be found" (303 errors).
