Keep the bottom tab bar inside the horizontal safe area (#54262)

On a device with a left or right inset the tabs ran underneath it, so the
last tab was clipped by the rounded corner. The bar keeps its full width,
so its background still reaches the edges of the screen, and only the
tabs inside it are inset.
