build(scripts): move generator files into scripts

Move the documentation and completion generators out of the repo
root and into scripts/. Update the Makefile, release metadata,
and contributor docs to reference the new locations.

Adjust the scripts to resolve the project root from scripts/ and
normalize their file modes so the runnable entrypoints stay
executable while the shared helper module does not.
