test: fix Windows real-tool drivers for codex 0.157 and claude 2.1.283

- Codex has used exec_command on every platform since 0.152
  (openai/codex#39772); Windows rejects the mock's shell_command with
  "unsupported call", so neither the lifecycle nor the approval turn ran.
- Claude draws the trust dialog cursor as `>` on Windows consoles, not `❯`.
  The driver never saw the cursor on "Yes" and kept pressing Down until the
  relay test timed out. Accept either glyph, after hcom term's row prefix.
