fix(listen): keep adhoc identities after a quiet listen timeout
A quiet adhoc `hcom listen` recorded `exit:timeout`, which falls in the 60s exit-cleanup tier that ignores process liveness. Adhoc rows carry no PID, so any adhoc agent polling with listen lost its identity about a minute after its first empty poll, as soon as anyone ran `hcom list`. A timeout is not an observed exit. Record `listen timeout` (non-exit inactive) in both listen modes, so quiet polls follow the ordinary inactive tier like every other adhoc command. Real exits still record `exit:*` and are still reaped on the short tier. Filter-mode match/message also set adhoc to active, which nothing ever resets for a hookless tool; it now records inactive like message mode. Refs #118
