backend: Replace broad nolint directives

Broad nolint directives hide which checks are disabled and make the
remaining suppressions difficult to audit. Replace them with explicit
linter lists and document why each suppression remains.

This preserves existing behavior while allowing individual lint issues
to be fixed and their suppressions removed incrementally.
