refactor: share worker lifecycle (#470)

* refactor: share worker lifecycle

- Extract cancellation, deadlines, and termination into a shared worker lifecycle.
- Keep request authentication and message limits in the command controller.

* fix: support browser worker termination

- Accept synchronous and asynchronous worker termination.
- Add browser-typed coverage for termination.

* test: guard shared worker lifecycle browser boundary
