* chore: defer the readme's repo commands to CONTRIBUTING.md

* chore: move the package filter convention into CONTRIBUTING.md

* chore: sync the issue label docs with the current labels

* chore: document the api topic label and drop the unused repro label

* chore: describe what pnpm lint runs
