Add consumer reset to stream and consumer objects (#1250)

* jetstream: reset consumers from stream and consumer objects

CONSUMER.RESET was only reachable from the context, unlike Go, JS, Rust
and Python which also expose it on the stream and the consumer. The
consumer overload refreshes Info from the reset response, which is a
superset of consumer info. Ordered consumers throw, since they recreate
their underlying consumer to seek.

* jetstream: fault the ordered consumer reset task

Return a faulted task instead of throwing synchronously, so callers that
hold the ValueTask before awaiting see the exception at the await.
ValueTask.FromException is not available on netstandard2.0 or 2.1, so
wrap Task.FromException.
