feat(web): offer the Responses WebSocket toggle for advanced custom, sub2api and new-api channels

Gate the toggle, the quick option and the configuration marker through
one shared predicate that mirrors the backend allow list, add the
Sub2API channel type constant, and explain under the toggle that
advanced custom channels only use converter-free /v1/responses routes.
