fix(omo-senpi): keep the session_start badge-onboarding-advisor adjacency intact

The bundled-skills component resolves skill availability, so it belongs before the
startup UI components rather than between the native badge and onboarding, where it
broke the adjacency session-start-ordering.test.ts pins.
