fix(workpool): acknowledge aggregate delivery and close review findings

Persist pending-ack before enqueue and stamp delivered only after the
idle-coordinator ack path, so attach recovers an accepted-then-lost
aggregate without double-delivering a confirmed one. Eval-aggregate now
registers the host tool, yields keyed results, and inspects after reset.
