feat(omo-senpi): park automatic reflection after repeated identical failures

Both settlement paths (runner and reconciliation) hand the classified
failure to reservation.complete(), so the identity-level park streak grows
only for automatic runs and clears on any merged/no_changes. A parked
identity is announced once per session per park episode with the cause, the
remediation hint, the next automatic probe time and the manual /reflect
retry; the notice fires at the park edge from both publication paths and at
session bind when an identity is still parked. Automatic dream triggers
report a "parked" rejection instead of launching, and the manual reflection
sink treats a parked answer as unreachable because manual requests bypass
the gate.
