feat(api): add external storage configuration management (#3909)

## Summary

Manage customer-owned AWS and Azure storage configurations through the
Python administration API.

## Changes

- Add create, retrieve, list, delete, and validate operations for
external storage configurations.
- Represent AWS and Azure provider parameters and returned metadata with
distinct types.
- Expose storage status, cursor pagination, and registration/removal
audit details.
