fix(git): stop PR base branch whitespace clicks from opening the select (#3819)

The base-branch field in the New Pull Request form wrapped its Select in a <label>, and the label spans the whole block, so clicking empty space around the trigger opened the dropdown. Use a <div> so only the trigger opens it.
