fix(queue): resume wake retries after prompt clears (#644)
After an operator-route prompt alert was positively cleared by its producer, the wake ladder's ownership check handed the original row back, but the executing ladder still skipped every terminal recovery and the readback still reported it resolved. A claimed failed-class original, or a pending failed or retained baton, then received no further retries. Ownership, execution and readback now share one predicate: a terminal recovery is skipped unless it is a prompt alert retired by its own producer with the exact retirement note, in which case the original's ordinary wake continues. Manually closed alerts, unknown prompt states and every other terminal recovery remain held as before. A continued wake draws from the original row's existing retry count, cap and destination budget, and an exhausted original stays exhausted; nothing is reset and no watcher is added. The ordinary claimed case still gets one wake, and the readback now reports the actual eligible retry with the same interval and cap as execution. Timings in the tests are virtual; no production timing is claimed. Refs #81
