chore(review): remove the first-run review setup dialog; Tree is the default panel view; ui 0.45.2 (#1587)

The one-time Set up your review view chooser never appeared on a fresh profile because the settings store seeded its default before the first-run check ran. Rather than repair a dialog the panel toggle already answers, it is removed: Tree is the registry default, the Tree | Git status | Commits toggle and Settings > Git remain the ways to switch, and a persisted choice still wins so existing users see no change. Closes #1463; supersedes #1474.
