[WinForms] Remove uid from create_file_dialog

(Currently) create_file_dialog is not supposed to accept the uid of any
instance. Instead the dialog is created on an arbitary running instance.

(I feel like this should be changed in the future, but for now I am
changing this as it breaks the code).
