feat(node): suggest moving @tanstack/react-start out of devDependencies (#735)

TanStack Start detection requires @tanstack/react-start as a production
dependency. When it sits in devDependencies the app silently deploys as
a static Vite site: SSR and server routes are gone and every page 404s,
with nothing in the logs explaining why. Emit a suggestion next to the
'Deploying as vite static site' line so the fix is one log line away.
