fix(firestore): defer terminate cache eviction until shutdown completes

Evicting instanceCache/emulatorConfigs before terminate finished let a
concurrent getFirestore rebuild a non-emulator client mid-shutdown, which
hung getDoc in release and failed retries with permission-denied.
