chore(tests): Explicitly wait for regions (#2232)

These tests were often flaky, esp. together.

A concrete example run is:
https://github.com/supabase/realtime/actions/runs/35256353695/job/105320859106

This is more explicit on what we're waiting for vs. a simple sleep.
